The solution to this is of course the Militia.
Our nation has become so centralized and litigious and dependent on the government that it wouldn’t even consider this solution. But the use of the Militia, combined with Posses, would be very effective, and also legal and within robust historical precedent.

These “non-state actors,” as they are termed, can be almost anything that wins the loyalty of the people who comprise it. Students of unconventional warfare term them “fourth generation” entities also, a nod to the “Generations of War” model of Lind and Hammes.
Typically, and as has been seen time and again around the world, nation-states are having a very difficult time against 4th generation opponents, either being stalemated or losing outright most of the time. The consequence of this is that in many de jure nations, such as Mexico, 4th-generation entities such as the narcotics cartels amount to a surrogate government in many parts of the country.
The actual authorities under orders from Mexico City don’t venture into them unless they are escorted by the Mexican Army, the only institution with the firepower to confront them on something like equal terms.
Developments in Glendale and across the American SW may portend something like Mexico in our nation’s future, or perhaps not – time will certainly tell. But at the very least, we know now that 4th generation entities are on the ground and established in places like Arizona.

That’s a good question to ask, so thank for asking it…
The protests may be spontaneous, but since there are so many rent-a-mobs around, there’s a pretty decent chance that if someone digs into it, they’ll find links to the left/communists, i.e., Soros and company and other usual suspects.

And, if the “police” refuse to protect the investment that taxpayers made when the taxpayers hired the “police” and funded their equipment, it looks like Malfeasance in Office which at the very least should earn dismissal from office, and maybe criminal charges.
And, as Georgiaboy61 (above) points out, this is the initial stage of creating a Failed State. What is the responsibility of the citizenry to prevent such occurrence? Which is probably “who owns the state – ‘Government’ or The Citizens?”

The dangerous part will be while the phones still work but the cards didn’t automatically refill at the start of the month, because it’s not in their culture to read news like Politico not meeting payroll and realize they will also not be getting paid anymore, and those that used to coordinate these exhibitions are no longer reachable because their paycheck hasn’t come either.
