Israeli Seizure of Iranian Weapons

It’s the same pattern as before.  Major Shipments of weapons has occurred in the past and will keep occurring.  When this administration figures out that sugar and spice and everything nice won’t work as a foreign policy, a depression will set in at the State Department.  War will eventually come to the Middle East, and Israel will be left to defend itself while the current administration sits in malaise and bewilderment.

I predicted it.

The New Battle for Iraq

Amir Taheri recently had a commentary in the New York Post which shouldn’t be passed over.

The next general election is three months away, but Iraq is already in high gear for what promises to be a hard-fought campaign over the future of the newly liberated nation. The outcome could determine the course of politics in the Middle East and the future US role in that turbulent region.

Three camps are emerging.

The first is a bloc of 40 groups led by Prime Minister Nouri al-Maliki. Known as The State of the Law, the coalition promises a modern democracy transcending ethnic and sectarian divides.

Maliki quit his Islamist party, Dawa (The Call), precisely because of its Shiite sectarian nature. His new coalition includes both Arab Sunni and ethnic Kurdish groups. Yet he hopes to still attract many Shiites — who, after all, are the majority of the population.

The second camp is known as “the party of Iran.” Its hard core consists of the remnants of the Mahdi Army (Jaish Al-Mahdi) of the maverick mullah Muqtada Sadr and splinter groups from Dawa led by former Prime Minister Ibrahim al-Jaafari. A third Shiite group, the Supreme Islamic Assembly of Iraq — led by Ammar al-Hakim, a junior mullah — provides the remaining leg of the pro-Iranian triangle.

Jaafari is emerging as Iran’s candidate for prime minister — if his bloc, known as the Iraqi National Alliance, wins control of the National Assembly (parliament). Last week, Jaafari visited Iran to be feted by “Supreme Guide” Ali Khamenei and President Mahmoud Ahmadinejad.

“The American era is ending,” Iran’s official news agency quoted Jaafari as saying. “We must prepare for a new era in which Islamic forces set the agenda.”

The third camp is formed by secular Shiite groups, led by ex-Prime Minister Iyad Allawi, plus Arab Sunni parties led by Saleh Mutlak and the remnants of the Ba’ath party.

This camp enjoys support from such Arab states as Egypt, Jordan and Saudi Arabia. Its principal theme: With the US embarked on a strategic retreat under President Obama, Arab states must do all they can to prevent Iran from dominating Iraq and emerging as the regional “superpower.”

Iraq’s Kurdish community, some 20 percent of the population, is also split. Massoud Barzani’s Kurdish Democratic Party has indicated it might support Maliki’s bloc in a common bid to preserve Iraq’s independence from Iran and Arab states. The new Change (Goran) bloc, which made spectacular gains in the last Kurdish local elections, also opposes Iranian domination.

Yet the other longtime Kurdish party — the Patriotic Union of Kurdistan, led by President Jalal Talabani — argues that, with the US unwilling to provide leadership, Kurds must look to Iran as their protector against Arab nationalism. The Kurdish branch of the Hezbollah also supports the Iranian option.

Behind all this are Obama’s hints that he might speed up the withdrawal of US forces before 2011, short-circuiting the Status of Forces Agreement signed by the Bush administration. The American president’s obvious attitude has hurt Iraqi politicians who advocate strategic alliance with Washington.

“Obama is not interested in Iraq,” says analyst Ma’ad Fayyad. “This is because, if Iraq succeeds as the first Arab democracy, it might look as if Bush was right after all.”

Obama’s tepid, not to say hostile, attitude toward Iraq’s new democracy has some Iraqi politicians recasting themselves as anti-Americans …

“If Obama wants to run away, no Iraqi can afford to appear more pro-American than the US president,” says a political advisor to Maliki.

Meanwhile, Iran is throwing in everything to defeat Maliki and seize control of Iraq’s government …

Commentary & Analysis

Taheri’s analysis is cogent and well formulated until it goes off track into considerations of the Status of Forces Agreement.  Confined to a training role, and with no patrols allowed, much less kinetic operations, and also having to inform the Iraqi Security Forces upon troop movement of any sort for any reason whatsoever, the SOFA has left the U.S. forces powerless and ineffectual in their role.  There is no reason for them to be in Iraq.  This is not Obama’s fault.  The blame lies at the feet of both Bush and the Iraqis.

But if the SOFA is in Bush’s court, the lack of interest in Iraq lies with Obama, and the current regional empowering of Iran has continued from the Bush to the Obama administration.  The Obama administration, however, took a giant leap into morally dubious (and also stupid) territory when they released Iranian Quds members expecting to get anything in return.  They have also shamefully abandoned the MEK.

Given the situation as it exists, the war now is both covert and political.  We are losing on the political front, but it doesn’t have to be this way.  Omar at Iraq the Model has information about a significant escalation in the covert war.

Unknown gunmen assassinated 30 Mahdi Army commanders in the Syrian capital Damascus. The killings, made in the past few weeks, were all made “quietly, inside the victims apartments”, said an unnamed source in the Sadr movement. The source added that among those assassinated was Laith al-Ka’bi, who commanded the Mahdi Army in the Palestine Street neighborhood in eastern Baghdad. The report adds that large numbers of Mahdi Army operatives left to Iran out of fear the assassinations wave could expand to target them.

This is a positive move, but given one view of things (from one Army intelligence officer) in the war on the CIA conducted by the Obama administration, it’s doubtful that the CIA was involved.

I would never compare my few years as an Army Intelligence Special Agent to the careers of committed CIA operatives, but I harbor no doubt that if I were one of them, I would be looking for a way out.  My immediate focus would be on protecting myself, my family and the identities of the foreign nationals with whom I worked.  I would be operating as if secrets no longer exist.  Risk taking would cease.  My reports would be gleaned from newspaper articles.

Indeed.  Much less would targeted killings be conducted by the CIA.  As both an intelligence-gathering and covert warfare organization, the CIA is effectively finished until and unless a framework is put into place that protects their agents and until an administration which is intelligence-friendly is elected.  Whomever is responsible for this (Mossad, Ba’athists in Syria?) did both America and Iraq a favor.  Obama would do well to pay Iraq a visit and express the urgent need for Iraq to abandon hopes of ties with Iran.  The war in Iraq has now taken a different turn, and we will adjust and adapt or lose to the Iranians.

The MEK, Iran and Iraq

Tom Ricks has a depressing and saddening post on the influence of Iran in Iraq relying on a first hand account by an Army officer.

Ghaz, as you may know, is mainly Shia in the northern half and Sunni in the southern half. We closed the last JSS in Ghaz on Sept. 7 (it had been allowed to stay open past the 30 June deadline) and the day after it was closed the Iraqi army battalion in south Ghaz raided the South Ghaz (Sunni) SOI headquarters, confiscating weapons and equipment a US unit had supplied them back in 2007-2008. The JSS, which straddled the Shia-Sunni fault line across the middle of Ghaz, was basically the buffer for the Sunni in the south. SOI and local council leaders were reported to have fled the neighborhood, citing Shia militia threats. Keep in mind, directly to Ghaz’s north is the Shia enclave of Shulla, a mini-Sadr City that is basically controlled by JAM remnant groups (and a heavily complicit Iraqi Army battalion). This Shia influence spills into north Ghaz and has been encroaching upon south Ghaz over the past several months.

For various reasons I am not concerned about Sunni-controlled areas like Anbar in Western Iraq (I am convinced that the Iraqi Police in Sunni-controlled areas have the upper hand).  But I am very concerned about the degree to which Iran controls the politics inside of Iraq, and no President since Carter has seriously confronted the Iranian Mullahs.  This was the great risk in Operation Iraqi Freedom, and we have not acted to in any way ameliorate that risk.

A good indication should be forthcoming as to where Iraq stands in its independence from Iran.  The MEK (People’s Mujahedin of Iran) had previously been in some trouble with the advent of the Status of Forces Agreement (SOFA).

An Iraqi judge ruled that the 36 dissidents, who went on a hunger strike in captivity, should be released. But Iraqi Interior Ministry officials, using new tactics, have argued that the dissidents entered the country illegally and should be expelled — obviously to Iran. If this tactic is successful, it could be applied to the 3,400 or so PMOI members remaining in Camp AshrafThe National Council of Resistance of Iran bluntly warned of the then-imuienant problem.

With the signing of a Status of Forces Agreement and the beginning withdrawal this year of American forces to their bases, the United States ceded sovereignty over Camp Ashraf to the Iraqis. The United States sought, and received, promises from the Iraqi government that Camp Ashraf’s population would be protected after the handover.

But Iran has been pressuring sympathetic Iraqi politicians to close the camp and expel the PMOI members. On July 28, Iraqi forces, saying they were establishing a police presence in the camp, launched an attack, killing 11 dissidents, wounding 450 and taking 36 hostages. U.S. forces nearby remained aloof.

The National Council of Resistance of Iran bluntly warned of the then-imminent problem.

Mohaddessin told Aftenposten, “We warned the United States that if the responsibility to protect Camp Ashraf is transferred to Iraq a humanitarian catastrophe would occur because the Iraqi government does Iran’s bidding. The forces’ attack against the camp did not surprise us; What we didn’t expect was the degree of brutality.”

There may be a reprieve coming.

Wednesday, Iraq’s chief prosecutor, Ghadanfar Mahmoud, issued a blanket order for police to release 36 members of an Iranian opposition group who were detained during a raid on their camp in northern Iraq in July.

The People’s Mujahedeen of Iran has claimed Iraqi security forces have refused to free the men even though they have not been charged by judicial authorities.

The group operated for years in Iraq under Saddam Hussein, but nearly 3,500 members have been confined to a camp since the U.S.-led invasion in 2003. The U.S. military turned over responsibility for Camp Ashraf to the Iraqis on Jan. 1.

“(The detainees) should have been released by now … We have issued orders to all police stations to release them wherever they are,” said Mahmoud.

As they have had in so many instances before, the Iraqi government has yet another opportunity to demonstrate that they aren’t lap dogs for the Iranian Mullahs.  If it weren’t so sad and so worn by now, the same thing could be said of the U.S. “negotiations” with Iran which have been going on for 30 years.

The Obama administration’s talks with Iran—set to take place tomorrow in Geneva—are accompanied by an almost universally accepted misconception: that previous American administrations refused to negotiate with Iranian leaders. The truth, as Secretary of Defense Robert Gates said last October at the National Defense University, is that “every administration since 1979 has reached out to the Iranians in one way or another and all have failed.”

After the fall of the shah in February 1979, the Carter administration attempted to establish good relations with the revolutionary regime. We offered aid, arms and understanding. The Iranians demanded that the United States honor all arms deals with the shah, remain silent about human-rights abuses carried out by the new regime, and hand over Iranian “criminals” who had taken refuge in America. The talks ended with the seizure of the American Embassy in November.

The Reagan administration—driven by a desire to gain the release of the American hostages—famously sought a modus vivendi with Iran in the midst of the Iran-Iraq War during the mid-1980s. To that end, the U.S. sold weapons to Iran and provided military intelligence about Iraqi forces. High-level American officials such as Robert McFarlane met secretly with Iranian government representatives to discuss the future of the relationship. This effort ended when the Iran-Contra scandal erupted in late 1986.

The Clinton administration lifted sanctions that had been imposed by Messrs. Carter and Reagan. During the 1990s, Iranians (including the national wrestling team) entered the U.S. for the first time since the ’70s. The U.S. also hosted Iranian cultural events and unfroze Iranian bank accounts. President Bill Clinton and Secretary of State Madeleine Albright publicly apologized to Iran for purported past sins, including the overthrow of Prime Minister Mohammed Mossadegh’s government by the CIA and British intelligence in August 1953. But it all came to nothing when Supreme Leader Ali Khamenei proclaimed that we were their enemies in March 1999.

Most recently, the administration of George W. Bush—invariably and falsely described as being totally unwilling to talk to the mullahs—negotiated extensively with Tehran. There were scores of publicly reported meetings, and at least one very secret series of negotiations. These negotiations have rarely been described in the American press, even though they are the subject of a BBC documentary titled “Iran and the West.”

At the urging of British Foreign Minister Jack Straw, the U.S. negotiated extensively with Ali Larijani, then-secretary of Iran’s National Security Council. By September 2006, an agreement had seemingly been reached. Secretary of State Condoleezza Rice and Nicholas Burns, her top Middle East aide, flew to New York to await the promised arrival of an Iranian delegation, for whom some 300 visas had been issued over the preceding weekend. Mr. Larijani was supposed to announce the suspension of Iranian nuclear enrichment. In exchange, we would lift sanctions. But Mr. Larijani and his delegation never arrived, as the BBC documentary reported.

My friend and fellow Marine father Michael Ledeen then goes on to describe the decades-long failure of sanctions against Iran.  It is must reading – especially for the current administration.  It remains to be seen whether Iraq fails as an independent state in light of the Iranian pressure from within and without.  It also remains to be seen what role the U.S. will play in regional stability.  Will we continue the same pattern of failed negotiations, or will we bring enough pressure to cause regime change – the only hope of avoiding war?

Obama’s Shame: Rewarding Iranian Terror

It is no secret that the Iranians continue to supply weapons to Iraqi Shi’a insurgents, and even deploy their own Quds to perpetrate violence inside Iraq.  From the June 2009 issue of the Sentinel at the Combatting Terrorism Center at West Point.

On may 6, 2009, Iraqi Army and police auxiliary units supported by U.S. advisers discovered a cache of weapons hidden along the banks of the Tigris River in Amara, the capital of the majority Shi`a Maysan Province. The hoard included 150 copper plates for use in Explosively-Formed Projectile (EFP) roadside bombs, which have the highest per-incident lethality rate of any explosive device used in Iraq. Along with the professionally milled copper cones were 70 passive infrared firing switches used to precisely detonate EFP devices as vehicles enter the killing zone. Fifty rocket launching rails were also located, composed of modified carjacks designed to elevate 107mm and 122mm rockets for relatively accurate long-range attacks.

This is recent indication of the extent and magnitude of involvement of Iranian elements in the affairs of Iraq – and by extrapolation the U.S. because so many U.S. Soldiers, Sailors, Airmen and Marines have died in Iraq.  While this was a weapons cache, a static display of involvement, the kinetic fight against Iranian elements went on on unabated even as late as autumn 2008 according to intelligence reports mined by the Sentinel.

The Hawr al-Howeiza marshes further to the south offer another clear example of insurgent groups seeking to defend their lines of communication and supply to sanctuaries and logistical networks in Iran. The Hawr al-Howeiza has long been a major smuggling route between Iran and Iraq due to the difficulties of policing the maze of waterways that permeate the border. U.S. and Iraqi Army forces have strung a line of border forts across the Hawr al-Howeiza, supported by FOBs north and south of the marshes at Musharrah and Qalit Salih, respectively. U.S. forces met resistance as soon as the process began in the autumn of 2008. Large Iranian-made 240mm rockets were used to attack U.S. FOBs around Qalit Salih, and the frequency of mortar and rocket attacks increased against the U.S. FOB in Majar al-Kabir. Each month since September 2008, two to four EFPs have been laid on U.S. access routes to the marshes. These attacks have borne the classic hallmarks of Lebanese Hizb Allah training in terms of configuration of passive-infrared telemetry, remote-control arming switches and encasement in molded insulation foam “rocks.” Other roadside bombs included 10 well-concealed daisy-chained 155mm artillery shells on the access roads between the FOB in Qalit Salih and the Hawr al-Howeiza field. These attacks confirmed to patterns previously noted by UK explosives ordnance technicians when British forces last patrolled the areas in 2005.

So just how effective has Iranian involvement been in Iraq?  Steve Schippert gives us an important metric.

Immediately, the context you need: Since the beginning of U.S. operations in Iraq in 2003, fully 10 percent of our combat fatalities there have come at the hands of just one Iranian weapon — the EFP (Explosively Formed Penetrator), designed by Iran’s Islamic Revolutionary Guard Corps specifically to penetrate the armor of the M1 Abrams main battle tank and, consequently, everything else deployed in the field. It is how the Iranian regime has been killing your sons and daughters, brothers and sisters, mothers and fathers serving in Iraq.

I’ll wager you were not aware of that rather damning statistic. How do I know it? Well . . . I asked a friend in the Pentagon in 2007.  If ambitious journalists would like to share this with their readers and viewers, please do. The numbers are not secret; I am sure they have even been updated. Perhaps they were published elsewhere around the same time. If they were, chances are you never saw it. And those who have seen the figure likely saw it right here at The Tank on National Review Online. Because I wrote it. Over and over.

The current number of U.S. warriors who have perished in Iraq is at 4322.  This means that some 430 Soldiers, Sailors, Airmen and Marines have been killed in Iraq either by Iranians or Iranian supply weapons or trained insurgents.  We judge even this number to be likely a very low estimate.  Take note, however, that this doesn’t include the many more thousands or U.S. warriors who have no legs, who have lost hearing or eyesight, or who have lost proper brain function because of Iranian-supplied IEDs.

The previous administration battled Iran in Iraq, while still failing to see and treat this as the regional war that it is.  Democracy programs at the State Department were killed under Condi Rice, and up until late 2008 Iranian elements were given free access to Iraq.  The only success in battling Iranian elements came within Iraq itself, a victory to be sure, but costly nonetheless.

Has Iran learned any lessons from this, and how will the current administration interact with Iran?  If the recent failure even to give verbal and informal support to fledgling freedom fighters on the streets of Tehran wasn’t enough, we now have the Obama administration to thank for one of the the most shameful incidents in American history.

There are a few things you need to know about President Obama’s shameful release on Thursday of the “Irbil Five” — Quds Force commanders from Iran’s Islamic Revolutionary Guards Corps (IRGC) who were coordinating terrorist attacks in Iraq that have killed hundreds — yes, hundreds — of American soldiers and Marines.

First, of the 4,322 Americans killed in combat in Iraq since 2003, 10 percent of them (i.e., more than 400) have been murdered by a single type of weapon alone, a weapon that is supplied by Iran for the singular purpose of murdering Americans. As Steve Schippert explains at NRO’s military blog, the Tank, the weapon is “the EFP (Explosively Formed Penetrator), designed by Iran’s IRGC specifically to penetrate the armor of the M1 Abrams main battle tank and, consequently, everything else deployed in the field.” Understand: This does not mean Iran has killed only 400 Americans in Iraq. The number killed and wounded at the mullahs’ direction is far higher than that — likely multiples of that — when factoring in the IRGC’s other tactics, such as the mustering of Hezbollah-style Shiite terror cells.

Second, President Bush and our armed forces steadfastly refused demands by Iran and Iraq’s Maliki government for the release of the Irbil Five because Iran was continuing to coordinate terrorist operations against American forces in Iraq (and to aid Taliban operations against American forces in Afghanistan). Freeing the Quds operatives obviously would return the most effective, dedicated terrorist trainers to their grisly business …

Third, Obama’s decision to release the five terror-masters comes while the Iranian regime (a) is still conducting operations against Americans in Iraq, even as we are in the process of withdrawing, and (b) is clearly working to replicate its Lebanon model in Iraq: establishing a Shiite terror network, loyal to Iran, as added pressure on the pliant Maliki to understand who is boss once the Americans leave.

Fourth, President Obama’s release of the Quds terrorists is a natural continuation of his administration’s stunningly irresponsible policy of bartering terrorist prisoners for hostages. As I detailed here on June 24, Obama has already released a leader of the Iran-backed Asaib al-Haq terror network in Iraq, a jihadist who is among those responsible for the 2007 murders of five American troops in Karbala. While the release was ludicrously portrayed as an effort to further “Iraqi reconciliation” (as if that would be a valid reason to spring a terrorist who had killed Americans), it was in actuality a naïve attempt to secure the reciprocal release of five British hostages — and a predictably disastrous one: The terror network released only the corpses of two of the hostages, threatening to kill the remaining three (and who knows whether they still are alive?) unless other terror leaders were released.

Michael Ledeen has reported that the release of the Irbil Five is part of the price Iran has demanded for its release in May of the freelance journalist Roxana Saberi. Again, that’s only part of the price: Iran also has demanded the release of hundreds of its other terror facilitators in our custody. Expect to see Obama accommodate this demand, too, in the weeks ahead.

So this report begs the question: is a free lance journalist so valuable that the President of the U.S. would release terrorists who had managed the killing of well over 400 U.S. servicemen?  The obvious answer to that question is no, which leaves us with only one other alternative.

Finally, when it comes to Iran, it has become increasingly apparent that President Obama wants the mullahs to win. What you need to know is that Barack Obama is a wolf in “pragmatist” clothing: Beneath the easy smile and above-it-all manner — the “neutral” doing his best to weigh competing claims — is a radical leftist wedded to a Manichean vision that depicts American imperialism as the primary evil in the world.

Sadly, McCarthy’s analysis is the only logical one left.  If there is no pragmatic reason to take an action, one must search next for ideological ones.  And the ghosts of hundreds of sons of America haunt us still.

Analysts Miss Iran’s Hidden Revolution

Commenter and loyal reader TSAlfabet and TCJ are in a debate over what democracy in Iran might bring.  It’s the same debate that Michael Totten is having with himself at Commentary Magazine.  On the one hand, we should all support democracy programs in Iran, and Mir Hossein Mousavi seems light years better than Ahmadinejad.  But Michael Totten doesn’t trust him, although he does point out that Michael Ledeen believes that there has been a transformation in his views.  Either way, the disposition of the current upheaval in Iran likely doesn’t change anything regarding the push for a nuclear weapon.

But democracy is a good first step in Iran’s evolution towards being a viable twenty first century state.  Fox News recently reported (James Rosen) that Washington was abuzz with talks about how the Iran analysts and foreign policy experts had missed how Iran had transitioned from the Islamic revolution to a fascist, repressive state.  This hidden revolution was recently discussed in the New York Times, no doubt leading to the current debate over the expert analysts entirely missing it.

Just after Iran’s rigged elections last week, with hundreds of thousands of protesters taking to the streets, it looked as if a new revolution was in the offing. Five days later, the uprising is little more than a symbolic protest, crushed by the elite Iranian Revolutionary Guard Corps. Meanwhile, the real revolution has gone unnoticed: the guard has effected a silent coup d’état.

The seeds of this coup were planted four years ago with the election of President Mahmoud Ahmadinejad. And while he has since disappointed his public, failing to deliver on promised economic and political reforms, his allies now control the country. In the most dramatic turnabout since the 1979 revolution, Iran has evolved from theocratic state to military dictatorship.

Disenchantment with clerical rule has been growing for years. To the urban youths who make up Iran’s most active political class, the mullahs represent the crude rigidity of Islamic law. To the rural poor, they epitomize the corruption that has meant unbuilt schools, unpaved roads and unfulfilled promises of development.

The problem with the Fox News report is that not everyone missed it.  In 2004 Michael Ledeen said that we shouldn’t dismiss the prospects of democratic revolution in Iran.  In 2008 he clearly linked them with fascist dictatorships, and in 2007 he said concerning Iran, “the economy – insofar as it has to do with the daily lives of most people – is a disaster, the rulers are hated, the population is young, and there is a long tradition of self government” (page 208 of The Iranian Time Bomb; as a fellow Marine father, my copy is signed “From a fellow-suffering dad to another – Michael”).

Finally, writing for Pajamas Media, Michael said early in 2009:

… despite all their efforts to crush any sign of internal rebellion, many Iranians continue to publicly oppose the mullahs.  A few weeks ago, students at universities all over the country demonstrated in significant numbers, and as one Iranian now living in Europe put it to me, “they were surprised that the regime was unable to stop the protests, even though everyone knew they were planned.”   This is the background for the new wave of repression, accompanied by an intensification of jamming on the Internet, and an ongoing reshuffle of the instruments of repression;  Khamanei and Ahmadinejad have no confidence in the efficacy or blind loyalty of the army or of large segments of the Revolutionary Guards.  Most public actions are carried out by the Basij, who are judged more reliable, and repression is less in the hands of the traditional ministries than in new groups freshly minted in the Supreme Leader’s office.

In short, we are dealing with a regime that is very concerned about its future, and is not very comfortable with its friends, allies, and proxies.  The mullahs know that most Iranians would like to see their leaders treated the same way as the nine executed on Christmas Eve, and, like all tyrants, the Iranian despots are trying to demonstrate that they dominate both Iran and the region.

These are just a very few of the quotes cobbled together over ten minutes or so of research.  The debate that commenter TSAlfabet and TCJ are having and Michael Totten is having with himself is several steps above the current panic among so-called “experts” in Washington who wonder why they missed it so badly.  We’re further ahead in our discussion because we didn’t miss it.  Neither did Michael Ledeen.  So why is this administration listening to “experts” who miss major events like the next Iranian revolution?

Meanwhile, the revolution isn’t over quite yet, no matter what the NYT commentary asserts.

The Right Response to Iran

The Obama administration is struggling to find the right response to the elections and aftermath in Iran.

The political unrest in Iran presents the Obama administration with a dilemma: keep quiet to pursue a nuclear deal with Ayatollah Ali Khamenei, the country’s supreme leader, or heed calls to respond more supportively to the protesters there — and risk alienating the Shiite cleric.

President Obama and his advisers have struggled to strike the right tone, carefully calibrating positive messages about the protests in an effort to avoid giving the government in Tehran the excuse to portray the demonstrators as pro-American. Nevertheless, the Iranian Foreign Ministry yesterday summoned the Swiss ambassador, who represents American interests in Tehran, to complain of “interventionist” comments by U.S. officials, the official Islamic Republic News Agency reported.

In an apt summation of the administration’s position yesterday, Secretary of State Hillary Rodham Clinton told reporters: “We are obviously waiting to see the outcome of the internal Iranian processes, but our intent is to pursue whatever opportunities might exist in the future with Iran.”

The explanations for this reticence are mainly twofold.  First there is the romantic belief in the virtue of the vote.  As long as it can be demonstrated that the consequences resulted from free and fair elections, then the goal has been met to reflect the will of the people.  But the notion that it is the duty of the U.S. to spread democracy across the globe doesn’t have many supporters, and rightly so.

History has shown that democracy doesn’t always yield results that are in the interests of our own security, and the pursuit of ambitions that would have a deleterious affect on our sovereignty and security would make a two-headed monster of U.S. foreign policy.  It is – or should be – the duty of the State Department, the Armed Forces, and the intelligence community to further the security of U.S., not to sacrifice it for romantic ideals.  The administration’s observations that Ahmadinejad may have actually won the election or that we should not involve ourselves in Iran’s electoral politics are a ruse.  Even if Bush flirted with pressing the growth of democracy throughout the world, the Obama administration has demonstrated absolutely no such tendencies.

The second explanation for this reticence has to do with seeing the world through pragmatic eyes.  Oddly enough, with the silence of the administration this argument has primarily been advanced by Bill O’Reilly on behalf of the Obama administration over the past several nights.  If we are seen as taking sides against the Iranian regime, the argument goes, then the power centers of Iran (the Mullahs, Iranian Revolutionary Guard) can make things much more difficult in Iraq and Afghanistan, and thus we have had to walk circumspectly.

The problem is that this argument presupposes that Iran has made a deliberate choice to stand down in military actions in both countries as a result of some good will towards the U.S., while the very same choice is simultaneously contrary to the best interests of the Iranian regime.  This behavior, if true, would go directly against history and everything we know about the Mullahs.  There is absolutely no evidence whatsoever to suggest that the Mullahs have made such a good will gesture concerning either Iraq or Afghanistan.

But the likelihood is that neither of these two explanations comes anywhere close to being right.  The deep confusion, the dumbfounded silence, the childish bewilderment, betrays a more serious problem.  The administration doesn’t know how to respond because this isn’t supposed to be happening.

Rather than there being evil inherent in other regimes, it’s supposed to be the heavy-handed meddling, the arrogance and the poor foreign policy of the U.S. that has caused the problems throughout the Middle East and Central Asia.  The world is supposed to be populated by good people who have only the best of intentions, and with enough coaxing, explanations, good will, promises, arguments and lawyerly presentations, peace and cooperation will be and must be brought to the world.

Only when Obama looks across the scene, the vote has obviously been rigged, the IRG stands ready to brutalize its own people, the Mullahs still want nuclear weapons, and the Mullahs have cast their lot with Ahmadinejad as the puppet du jour.  The fruitful negotiations that the administration so desperately wants show no hope of getting off the ground, and even if they did, they would be with an illegitimate regime.

None of this comports with the world view.  As Netanyahu was recently told by an American official, “We are going to change the world. Please, don’t interfere.”  But as we are beginning to see, situations that contradict the world view don’t result in amending that world view.  They simply stupefy the administration.  Thus they stare in disbelief and silence as Iran goes up in flames.  It’s all a matter of presuppositions and world view.

Hot Dogs with the Iranians

Having sent the Iranian people a video greeting on their New Year, President Obama is now inviting them to help celebrate a quintessentially American holiday, the Fourth of July.

Last Friday, the State Department sent a cable to its embassies and consulates around the world notifying them that “they may invite representatives from the government of Iran” to their Independence Day celebrations — annual receptions that typically feature hot dogs, red-white-and-blue bunting and some perfunctory remarks about the founding fathers.

Administration officials characterized the move as another in a series of American overtures to Iran. The United States has not had relations with Iran since the American Embassy in Tehran was seized by protesters in 1979; the country’s diplomats have not been formally invited to American events since then.

“It is another way of saying we are not putting barriers in the way of communicating,” said one administration official. “It is another way of signaling that there is an opportunity that should not be wasted.”

A second official said the ban no longer made sense, at a time when the United States was actively engaging with Iranian officials elsewhere. In March, the administration’s special representative for Afghanistan and Pakistan, Richard C. Holbrooke, chatted with Iran’s deputy foreign minister, Mohammad Mehdi Akhondzadeh, at a conference in The Hague.

Of course, the U.S. has “chatted” with the Iranians for twenty fives years.  Now it has devolved into grovelling to them over hot dogs and picnics.  Truth is stranger than fiction.  If I was tasked with the duty to design and formulate a plan to make Obama look weak and effeminate before the world, I couldn’t have done any better than he is doing himself.

How did that Sunshine Diplomacy thing work out?

Well, by now it’s old news that the first botched attempt at a North Korean nuclear weapon has retreated in our consciousness in the face of a new threat.  They have succeeded in developing a real weapon.  There has already been and will continue to be worldwide denunciations, but in the end, nothing will be done about it, at least, nothing that has any affect on the North Korean regime.

Now consider the Iranian regime and its recent claims in light of this example.

Iran’s President Mahmoud Ahmadinejad on Monday rejected a Western proposal for it to “freeze” its nuclear work in return for no new sanctions and ruled out any talks with major powers on the issue.

The comments by the conservative president, who is seeking a second term in a June 12 election, are likely to further disappoint the U.S. administration of President Barack Obama, which is seeking to engage Iran diplomatically.

The United States, Russia, China, France, Germany and Britain said in April they would invite Iran to a meeting to try and find a diplomatic solution to the nuclear row …

“Our talks (with major powers) will only be in the framework of cooperation for managing global issues and nothing else. We have clearly announced this,” Ahmadinejad said.

The nuclear issue is a finished issue for us,” he told a news conference.

One is tempted to ask South Korea how that sunshine diplomacy thing has worked out, but sniping and sarcasm aside, the example is valuable.  From the perspective of Benjamin Netanyahu, after having watched negotiations fail in bringing North Korea to its ideological knees for so long, and after having watch a botched attempt become the forerunner of a successful nuclear test, what option does Israel have except to prepare to defend itself with the governments of the world continuing to advocate the same approach that failed in the Far East?  Nothing will be done to turn Iran away from its pursuit of nuclear weapons, and so the clock is ticking for Israel.  We’ve heard this song before.

Palestine v. Nuclear Iran: Quid Pro Quo for Israel?

Rahm Emanuel’s ego is writing checks that our bank account can’t cash.

Thwarting Iran’s nuclear program is conditional on progress in peace negotiations between Israel and the Palestinians, according to White House Chief of Staff Rahm Emanuel.

Israeli TV reports said Monday that Emanuel made the comments in a closed-door meeting the previous day with 300 major AIPAC donors.

Last month, US Secretary of State Hillary Clinton warned Israel that it risks losing Arab support for combating threats from Iran if it rejects peace negotiations with the Palestinians.

Clinton said Arab nations had conditioned helping Israel counter Iran on Jerusalem’s commitment to the peace process.

We’ve been through this before.  The Palestinians don’t want a state.  When they discuss “the occupation,” they mean the very existence of Israel.  Progress on “peace negotiations” is an impossible goal with one party seeking the destruction of the other.

So Israel is supposed to show progress, the Arab nations are supposed to pressure Iran, and Iran suddenly decides to relinquish its nuclear program?  This is their plan?  That’s it?  This, after recent news of the continuing obfuscation of issues surrounding the nuclear program?  This plan has no chance of succeeding.  Amir Taheri has outlined the most recent instances of Iranian hegemony, weaving together a tapestry of an ideology bent on domination.

For all who believe that the existence of Israeli nuclear weapons and the prospect of mutually assured destruction is a deterrent to Iranian nuclear ambitions, Norman Podhoretz slammed the door on that by explaining why, from a geographical standpoint, the situation in Israel has no analogue to any other region of the world.

… even Ahmadinejad’s predecessor as president and the current Speaker of the Assembly of Experts, the Ayatollah Hashemi Rafsanjani, known far and wide as a “moderate,” has declared that his country would not be deterred by the fear of retaliation: “If the day comes when the world of Islam is duly equipped with the arms Israel has in its possession . . . application of an atomic bomb would not leave anything in Israel, but the same thing would just produce damages in the Muslim world.”

Quite literally, a first strike in Israel in or around Tel Aviv and several other major population centers would end Israel as we know it.  The Muslim world can withstand a strike from Israel if there is anything left with which to strike, because there are more Muslims and they live in a larger surface area – so we are told by the Iranian authorities.

Rahm Emanuel has no business claiming that he or the Arab states can accomplish anything with Iran, and the Israelis have no business listening to him.  There are other options such as pressing for regime change from within, but even the democracy programs within the State Department have fallen victim to disinterest.  Most Israelis support direct military action with or without the endorsement of the U.S.  This is good, because they are likely to go it alone, sooner or later.

Iran and Taliban Missiles

In July 2007 the Washington Times reported that the Taliban first used missiles against U.S. air assets.

Taliban militants used a heat-seeking, surface-to-air missile to attack a Western aircraft over Afghanistan for the first time last week, coalition military sources say.

The attack with a weapon thought to have been smuggled across the border with Iran represents a worrisome increase in the capability of the militants that Western commanders had long feared.

The sources said the Taliban attempted to bring down an American C-130 Hercules airplane flying over the southwestern province of Nimroz on July 22. The crew reported that a missile system locked on to their aircraft and that a missile was fired.

It closed in on the large C-130, pursuing it as the pilots made a series of violent evasive maneuvers and jettisoned flares to confuse the heat sensors in the nose of the surface-to-air missile, or SAM.

In April 2008 the Telegraph reported that the Afghan Taliban had used Iranian-made missiles on UK troops.

British troops in Afghanistan are being targeted by surface-to-air missiles supplied by Iran, a senior Army source said yesterday.

Officers in the Iranian Revolutionary Guard are supplying hundreds of weapons, including the missiles, to Taliban insurgents, it is believed.

Most worrying is the news that SA7 Strella anti-aircraft missiles have been supplied to the Taliban. The weapons are a serious threat to helicopters supplying more than 6,000 troops.

It is not thought the Taliban are well trained in how to use the weapons most effectively. In southern Helmand yesterday they fired an anti-aircraft weapon at an American F18 fighter without hitting it.

Other weapons being smuggled in include plastic explosives, anti-tank mines, AK47s, mortars, rocket-propelled grenades and machine guns.

These two attacks were apparently done with SA-7 missiles, one type of MANPAD system.  As of March 2009, U.S. intelligence believes that the successor to the SA-7, the SA-14 Gremlin, has been procured by the Taliban.

IRAN is supplying the Taliban in Afghanistan with surface-to-air missiles capable of destroying a helicopter, according to American intelligence sources.

They believe the Taliban wants to use the SA-14 Gremlins missiles to launch a “spectacular” attack against coalition forces in Helmand, where insurgents claim to be gaining the upper hand.

Although British and American helicopters operating in southern Afghanistan are equipped with defensive systems to deflect an attempted strike, the SA-14 can evade such counter-measures …

Special forces have previously intercepted arms shipments from Iran that would have helped the Taliban intensify a roadside bombing campaign that has killed 40 British troops over the past 18 months, including three last week.

However, coalition forces only became aware of the presence of SA14s two weeks ago when parts from two of them were discovered during an American operation in western Afghanistan.

In April 2009, U.S. forces destroyed even heavier anti-aircraft weapons.

The US-led coalition troops in a … air strike knocked down two anti-aircraft missile launchers in Nad Ali district, where Taliban militants have a significant influence.

The press release said locals informed security forces about the heavy guns installed on a truck to hunt down choppers of the international forces.

This appears to be something heavier than MANPADS, and the Taliban certainly are not capable of fielding this kind of weaponry themselves.  Iranian hands are all over the supply of the SA-7 and SA-14 to the Taliban, and while it is unknown where these specific heavier weapons came from, one thing is clear.  If the Taliban are armed with anti-aircraft ordnance and the know-how to use it, the campaign in Afghanistan has gotten a lot more dangerous and problematic.

So much for Obama’s attempt to pursue constructive ties with Iran.
