These are our Israeli trained police. Their philosophy is that the entire population are suspects/criminals or unworthy of consideration and therefor anyone can be shot at the slightest whim. If it turns out the police were wrong about material facts and/or justification for deadly force then they just charge the innocent person with felonies and go about their merry way.
My guess is that eventually the city will pay some money to the victim, assuming the victim can get out of the bogus charges and that is not assured at all. The officers will, most likely, not be held accountable for any wrongdoing. When I say “most likely” I mean there is nearly a zero chance of any accountability. We will see how it turns out.
