Tulsi Gabbard says that FEMA has a “major bureaucracy problem.” No ma’am. Your proclivities and inclinations are still way off.
FEMA is a bureaucracy. That is its problem. It shouldn’t exist, any more than the department of education should exist. There is no constitutional mandate for such things.

To correct this problem, they need to send all the bureaucrats in D.C. to cut up trees with the chainsaws as is. Make them eat the MRE’s nobody wants, only provide water in hot, sun baked bottles, and forbid bathing for at least a week. Then, fire them all and take their pensions.
They are just mocking us at this point.
Not just electric saws, but battery powered chain saws. (Good for pruning trees, but not much use for whacking two foot oak fall downs.)
FEMA has one job: Continuity of Federal government power.
In July 2016, Obama signed Presidential Policy Directive 40 (PPD-40), which he then activated just four days before Trump’s inauguration on January 16, 2017.
“Presidential Policy Directive 40 (PPD-40), National Continuity Policy, directs the Secretary of
Homeland Security through the Administrator of the Federal Emergency Management Agency
(FEMA) to coordinate the implementation, execution, and assessment of continuity activities
among executive departments and agencies (D/As). Specifically, the Administrator of FEMA is
directed to develop and promulgate Federal Continuity Directives to establish continuity
program and planning requirements for executive departments and agencies. This Federal
Continuity Directive 1 (FCD-1) implements this requirement by establishing the framework,
requirements, and processes to support the development of D/As’ continuity programs and by
specifying and defining elements of a continuity plan. These required elements include
delineation of essential functions; succession to office and delegations of authority; safekeeping
of and access to essential records; continuity locations; continuity communications; human
resources planning; devolution of essential functions; reconstitution; and program validation
through testing, training, and exercises (TT&E).”

Keep in mind that the city people at FEMA don’t know a chainsaw from a screw driver. This is to be expected.
That picture seems to have been taken in a well-lit room. I’ve seen this picture not cropped clearing showing the lights in the ceiling.
Though I wonder why not show a picture of the 3 pallets?
This reminds me of the BS outrage manufactured over infant formula and migrant detention centers. They claimed there were pallets of formula there, but only showed pictures of one small shelf of formula and a pallet full of a chocolate milk drink mix that was not for infants and clearly packaged for the Hispanic market.
