		<description>The lesson to be learned from Anbar is security is the pre-condition for all
efforts to improve the lot of the civilians and the country as a
whole. There is a need to push out toward the tribal areas and stay out
there and backfill with reconstruction. We will not win until we apply
lessons learned.  ISAF(maybe)/US forces have to be out patrolling killing
and or capturing the bad guys and this has to be done on a consistant basis
more than the 24th MEU will be able to do.
Also since the Talib and AQ have said that even though they are signing
peace treaties with Pakistan they will continue to use the Tribal areas to
launch attacks into Afghanistan we have to start a sustained and consistant degradation of their C3 capabilities. I know the argument that we will make
Pakistan mad but the Pakistan government has shown a new found ability to
stab us in the back.</description>
