But they do not have anything remotely resembling the kind of hegemonic control that would be required to turn all insurgent attacks on and off like a spigot. Most Sunni insurgent groups hate Iran. As Michael Ledeen and others have been warning for years, the real war is with Iran and the sooner we recognize that the more likely we will succeed. But the administration is still in denial. We don't even have one fully-staffed brigade operating on the Iranian border right now to stop the transfer of funds, weapons and advisors into Iraq.
